## Why Europe Is Calling Remote Workers

Picture a laptop open at a Lisbon café, or a quiet desk in a Tallinn coworking space. For a growing number of remote workers, that image is the goal, and remote work in Europe is no longer niche. The next question comes fast: **which country makes it easy to stay and work legally?**

This guide is for remote workers and freelancers from visa-exempt countries who want to live and work in Europe beyond a vacation. If you can enter the Schengen Area without a visa but only for up to **90 days in any 180-day period**, the country you choose decides how long you can stay.

We ranked the best European countries for digital nomads across six criteria: **visa access, cost of living, internet quality, lifestyle, community, and taxes**. More than a dozen countries made the cut, and we score each one on what matters most to laptop workers.

You will also see which options offer a **digital nomad visa in Europe**, which ones fit a tight budget, and how to stay longer without breaking entry rules. Read on to find the base that fits the way you work.

## What Visa-Exempt Digital Nomads Need to Know Before Choosing a European Country

You can stay in the **Schengen Area** for up to **90 days within any 180-day period** without a visa; longer stays require a national visa or residence permit. Whether you can work during those 90 days depends on the country you choose.

### How the 90/180-Day Rule Applies to Remote Workers

The 90 days are counted across all Schengen countries combined. Every day you spend in Spain, Portugal, Italy, or any other member country draws from the same allowance.

**Moving to a new country does not reset the count.** If you spend 60 days in Spain and then cross into Portugal, you have 30 days left.

The 180-day window rolls forward every day. On any given date, you look back over the previous 180 days and add up your time inside the area.

**Overstaying carries real consequences.** You can face fines, removal from the country, and an entry ban, and the record follows you into future visa applications.

### Is Working Remotely on a Tourist Entry Legal?

The answer sits in a gray area. Many countries tolerate remote work for a foreign employer during a short visit, and others treat any work done on their soil as unauthorized.

Border officers can ask why you are visiting. Carry proof of onward travel, accommodation, and funds, and answer honestly.

**Freelancing for clients based in the host country adds risk**, since most places count that as local work. A dedicated digital nomad visa removes the ambiguity because it explicitly permits remote work.

### How EES and ETIAS Fit Into Your Planning

The **Entry/Exit System (EES)** has been fully operational since April 10, 2026, and it replaces passport stamping with digital records across 29 European countries. Because the system logs every entry and exit, it automatically calculates your day count, and border officers can easily spot a miscalculation.

You can check how many days you have left through the EES online tool or at some border crossing points. Make it a habit to check before you book a return trip.

The **European Travel Information and Authorization System (ETIAS)** is not yet operational, according to the official ETIAS website. The EU says it will announce the start date several months before launch.

Once ETIAS goes live sometime in 2027, it will be required for visa-exempt travelers. It will not replace a long-stay national visa, and it will not guarantee entry, since border guards still check that you meet the conditions when you arrive.

## Best European Countries With a Dedicated Digital Nomad Visa

Spain, Portugal, Italy, Greece, Croatia, Estonia, Malta, and Hungary all offer permits built for remote workers. Each sets its own income, insurance, and duration rules, so the right pick depends on how long you plan to stay.

### Spain and Portugal: The Most Popular Entry Points

**Spain’s digital nomad visa** covers remote employees and freelancers who work mainly for companies outside Spain. You submit a work contract or client agreements, proof of your qualifications or experience, and evidence of income.

**Portugal’s D8 visa** works in two steps. You enter on a temporary stay visa, then convert it to a residence permit after you arrive.

That structure suits you if you want to settle, since time on the residence permit can build toward long-term residency. Spain’s permit can be renewed as long as you keep meeting the conditions.

### Italy, Greece, and Malta: Mediterranean Options

Italy asks you to prove you work remotely in a skilled role, hold health insurance, and have a clean criminal record. Expect more paperwork here than in most countries on this list.

Greece requires proof of income and a signed lease or other proof of where you will live. Its permit starts at one year and can be extended.

**Malta’s Nomad Residence Permit** is a good fit for a trial run. You apply for one year, with the option to extend it up to three years, and the island’s English-speaking environment removes the language barrier for day-to-day tasks.

### Croatia, Estonia, and Hungary: Smaller Markets With Strong Appeal

Croatia grants a temporary stay permit to remote workers employed by or contracting with companies outside the country. It suits you if you want a slower pace than the big Western European hubs.

Estonia offers two separate things. The digital nomad visa lets you live in the country, while e-Residency is a digital business identity that doesn't give you the right to stay.

**Hungary’s White Card** is open to non-EU remote workers and lets your family join you. It is a practical choice if you plan to base yourself in Budapest or a nearby city for more than a few months.

### Visa Comparison Table

| Country | Permit | Initial duration | Income test | Renewal |
|--------|--------|------------------|-------------|---------|
| Spain | Digital nomad visa | Up to 3 years | Multiple of the national minimum wage | Yes |
| Portugal | D8 visa | 2 years (residence permit) | Multiple of the national minimum wage | Yes |
| Italy | Digital nomad visa | 1 year | Fixed annual minimum | Yes |
| Greece | Digital nomad visa | 1 year | Fixed monthly minimum | Yes |
| Croatia | Digital nomad permit | Up to 1 year | Fixed monthly minimum | After a 6-month wait |
| Estonia | Digital nomad visa | Up to 1 year | Fixed monthly minimum | No extension; reapply |
| Malta | Nomad Residence Permit | 1 year | Fixed monthly minimum | Yes, up to 3 years |
| Hungary | White Card | 1 year | Fixed monthly minimum | Once, for 1 year |

## Best Countries for Low Cost of Living

Bulgaria, Romania, Hungary, and Croatia offer the lowest monthly costs for remote workers in Europe, and parts of Portugal and Spain come close. Your budget depends as much on the city you pick as the country, since a capital can cost far more than a town two hours away.

### Budget Leaders in Eastern and Southeastern Europe

**Bulgaria and Romania** sit at the bottom of Europe’s price range for rent, groceries, and eating out. Sofia, Plovdiv, Bucharest, and Cluj-Napoca all have coworking spaces, cafés that tolerate a full workday, and enough English speakers to handle daily errands.

Coworking memberships in these cities cost a fraction of what you would pay in Western Europe. A furnished one-bedroom apartment in a central neighborhood often costs less than a single week at a Paris hotel.

**Hungary and Czechia** sit in the middle of the price range. Budapest and Prague cost more than Sofia or Bucharest, but you get dense public transit, a large expat population, and easy rail links to neighboring countries.

Both cities reward you for living outside the tourist core. Rent drops noticeably once you move a few tram stops from the historic center.

### Affordable Pockets in Southern Europe

**Portugal is cheaper once you leave Lisbon.** Porto, Coimbra, Braga, and smaller towns along the Algarve and the central coast give you good internet and lower rents, though Porto has climbed in price in recent years.

**Spain follows the same pattern.** Valencia, Málaga, Seville, and inland cities like Zaragoza or Granada cost less than Barcelona or Madrid.

Seasonal swings matter along the Spanish and Portuguese coasts. Rents in beach towns can jump in summer and fall in winter, so you can save by signing a lease that starts in October.

### Hidden Costs That Change the Math

**Health insurance is a required expense** for most residence permit applicants. Your policy usually has to cover the full stay, include medical repatriation, and carry no deductible, so a standard travel plan often will not qualify.

**Short-term rentals cost more than long-term leases** in almost every city on this list. A monthly rate on a booking platform can run well above what a local pays for the same apartment, and a 12-month contract lowers your rent but locks you in.

**Visa fees add to the total.** Application charges, document translations, apostilles, and courier costs can reach several hundred dollars before you arrive, and some countries charge again when you renew or convert your permit.

## Best Countries for Internet Speed and Remote Work Infrastructure

Estonia, Spain, Romania, and Iceland rank among the strongest European countries for remote work connectivity. Reliable service matters more than a headline speed number when you spend your day on video calls and upload large files.

### Digitally Advanced Countries

**Estonia runs much of its public administration online.** You can sign documents, file taxes, and handle many official tasks from your laptop, which saves you hours of queuing at government offices.

Public Wi-Fi is common in Tallinn and Tartu, and mobile data plans are cheap and fast. The country’s tech-focused culture also means local coworking spaces and startups are used to working with foreigners.

**Iceland and the Nordic countries** offer strong networks and stable power. Prices are the highest on this list, so you pay more for the same quality of life you would find in Southern or Eastern Europe.

### Fiber Coverage and Coworking Availability

**Spain has one of Europe’s widest fiber networks.** Barcelona, Madrid, Valencia, and many mid-sized cities offer home connections fast enough for several people to work at once.

**Portugal has expanded fiber coverage** across its main cities and coastal towns. Lisbon and Porto have numerous coworking spaces, and smaller towns are catching up.
