Job Description
Welchman Keen is seeking an experienced Project Manager to join its Digital Transformation Practice. This is a mid-level role, ideal for professionals with a background in international development combined with demonstrated capability in managing complex technology projects in developing countries and stakeholder coordination across diverse environments.
This key position involves leading digital transformation initiatives with a particular focus on connectivity solutions for remote communities. A successful Project Manager will be able to identify areas for improving efficiency and effectiveness of the product offering and deliver projects on time and on budget.
Occasional travel will be required for site visits, stakeholder meetings, and project implementation monitoring in the Pacific Islands Region. Relevant experience can include multilateral agencies, bilateral development programmes, non-profit, public and private sector initiatives. Existing relationships in the e-government, telecommunication or emergency communications sectors is preferred.
Primary Responsibilities
- Lead and manage the development of remote community network projects across multiple rural/remote regions in developing countries from inception to completion
- Conduct needs analyses and create statement of works (SoWs) aligned with sustainable development outcomes
- Develop and implement project plans, assessments, timelines, and budgets effectively across diverse cultures and time zones
- Coordinate between public and private partner ecosystem to ensure projects’ success and long-term economic viability
- Conduct regular project monitoring and evaluation to ensure objectives are met
- Report project progress, challenges, and achievements to senior management
- Contribute to the development and delivery of technical assistance services including digital transformation advisory support, capacity building initiatives, and tailored e-government/IT solutions
- Track and respond to Requests For Proposals (RFPs) and leading the procurement process in compliance with international standards
Required Qualifications
- Bachelor’s degree in International Relations/Development, Business, IT, Project Management, or related field (Master’s preferred)
- Proven experience (6+ years) managing sustainable development, digital transformation, official development assistance (ODA), or ICT for Development (ICT4D) projects of increasing complexity
- High proficiency in project management methodologies and tools
- Demonstrated success in stakeholder management across non-profit, public and private sectors
- Experience working in or with developing countries and understanding their unique challenges
- Strong leadership skills with experience managing diverse, cross-cultural teams
- Excellent communication and interpersonal skills
- A flexible and proactive working approach, with the ability to manage tasks independently while collaborating within a distributed global team.
- Proactive problem-solving mindset with the ability to overcome obstacles and delays
- Existing Permanent Residency in Australia or New Zealand, no work visa sponsorship will be provided.
PreferredQualifications
- Experience in business development, economic development initiatives or programmes targeting underserved communities
- Strong project proposal and report writing skills with attention to detail
- Demonstrated ability to identify efficiency gaps and implement cost-recovery solutions to enhance productivity
- Familiarity with the telecommunications industry and their processes
- Multilingual skills, especially languages relevant to developing regions
